Bug description:
  ZFS fails to import pools on reboot due to udev settle failed. I have
  buggy usb controller (or port) which seems to cause udev settle to
  fail, but nothing is plugged in usb, so it's not needed. Should it
  prevent zfs from mounting from hard drive on boot?

It does seem that the failing udev settle dependency is the cause of the
zfs import to fail. Can you add to the bug report the output from:

systemd --test --system --unit=multi-user.target

and also the output from:

sudo journalctl
