It was not a mis-configured terminal. It occurred on all 17.10 Lpars.
Only thing is with the latest 18 04 release it was fixed. So marking as
fixed.

  7. echo "c" > /proc/sysrq-triggeer

  Expected:
  To print copy of dump only once in console.
