Just had the same bug and found the culprit, nvidia-304 (which bumblebee
autoinstalls) adds a conf file which aliases nouveau to off for some
reason.

I don't think this is a kernel problem, it looks like modprobe is trying
to load a module named "off" which does not exist. I'm wondering if you
have some kind of strange aliases defined in /etc/modprobe.d, something
like 'alias nouveau off'. Can you check the files in there, and if you
find something like that comment it out and try again?

The issue happened after upgrading from Ubuntu 7.10 to development
version Bioninc Beaver. On Ubuntu 7.10 the module works as expected with
distribution default kernel Linux 4.13.

I've updated to kernel v4.16-rc4 an the problem persists.

Did this issue start happening after an update/upgrade?  Was there a
prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.16 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed".
