  Installer Wine then did sudo apt-get update then sudo apt-get upgrade.

  Upgrade proceeded up to "Found initrd image:
  /boot/initrd.img-4.15.0-20-generic" then hung.

  While I waited a system error window popped up. I clicked send report.
  Then I got an error window stating that the error report asked for two
  things and only got 1. That the error report would not be sent.

AFAICT, one of your device, stops working in UAS mode, and I think it caused 
the symptom you observed:

Dear Kai-Heng Feng,

I later found that if I unplug one of the four external USB drives the
update process runs to completion. Apparently if Ubuntu MATE 18.04 is
having problems with an external USB drive, the software upgrade process
fails. (It might be crashing when it attempts to access the UEFI
functions which walk through every drive - just a guess.)

See if kernel parameter `usb-storage.quirks=0bc2:ab34:u` helps.

  sudo apt-get upgrade hangs

Status in linux package in Ubuntu:

Bug description:
  Installer Wine then did sudo apt-get update then sudo apt-get upgrade.

  Upgrade proceeded up to "Found initrd image:
  /boot/initrd.img-4.15.0-20-generic" then hung.

  While I waited a system error window popped up. I clicked send report.
  Then I got an error window stating that the error report asked for two
  things and only got 1. That the error report would not be sent.

When I disconnected one of my external USB drives, the program ran to
completion. Apparently it hung up on one particular hard drive. The bug
was in the infinite time taken to access a failing drive.
