Booting using 5.3.0-62-generic works fine. In "Displays", the dropdowns for Resolution only has 640x480 for selection. For Refresh Rate and Rotation there are no selections under dropdown. I understand the issue is the NVIDIA proprietary drivers. Will any AMD GPU work or are there specific video cards I should look at? Is there a site that recommends video cards for Linux?
