Bug description:
  Hardware is a laptop - DELL Latitude E6400, SATA controller Intel
  ICH9M with 4 ports, at least 2 of which should be hotplug-enabled -
  the optical drive bay which has an push-to-eject mechanism, and a
  combo eSATA+USB port on the side.

  Trying various eSATA and plain SATA devices on the port, and inserting
  the optical drive after booting up, neither is detected automatically
  and need a manual bus scan to be detected:

  # scan - - - > /sys/class/scsi_host/host?/scan

  Hotplug works without such manual intervention on this laptop in
  Windows. I've also seen Linux handle hotplug without this intervention
  with an eSATA ExpressCard (SiI3132 chipset) on another machine (can't
  use that in this one, it's only got a CardBus slot).

  I've also read recommendations related to BIOS settings marking the
  slot as "external/removable", but I haven't seen anything of the sort
  in this machine's BIOS setup.

Indeed - as reported in that bug, eSATA hotplug does work on Ubuntu
16.04 (just tried the live image of 16.04.6, kernel 4.15.0-45-generic),
so this is actually a regression.

@Kai - if I change the policy after startup (the default value is
med_power_with_dipm), I still have to issue a manual scan once (doesn't
matter if a device is attached or not), but subsequent attach/detach
changes are noticed as expected.

I found that kernel-cmdline equivalent of this setting should be
ahci.mobile_lpm_policy=0, but haven't found if/how to apply this change
to a specific ahci host port.

This is changed intentionally to save laptop battery by the following commit:

  Hardware is a laptop - DELL Latitude E6400, SATA controller Intel
  ICH9M with 4 ports, at least 2 of which should be hotplug-enabled -
  the optical drive bay which has an push-to-eject mechanism, and a
  combo eSATA+USB port on the side.

  Trying various eSATA and plain SATA devices on the port, and inserting
  the optical drive after booting up, neither is detected automatically
  and need a manual bus scan to be detected:

  # scan - - - > /sys/class/scsi_host/host?/scan

  Hotplug works without such manual intervention on this laptop in
  Windows. I've also seen Linux handle hotplug without this intervention
  with an eSATA ExpressCard (SiI3132 chipset) on another machine (can't
  use that in this one, it's only got a CardBus slot).

  I've also read recommendations related to BIOS settings marking the
  slot as "external/removable", but I haven't seen anything of the sort
  in this machine's BIOS setup.
