I can pair successfully if I enable LE Privacy:

sudo btmgmt power off
sudo btmgmt privacy on
sudo btmgmt power on

I'm using the 5.10-rc4 and the problem still occurs. Seems (but I'm
probably wrong) the controoler is using another MAC address.

I noticed a very strange behavior where the controller loops between
connected and disconnected. It was a known problem with Xbox One
controller and to fix that you needed to disable ERTM, but I already did
it (I also have a Xbox One Controller).
