To add here, I just started experiencing the same (or very similar)
issue on a X1 Carbon 9th Gen -- but when suspending rather than trying
to power off.

Closing the lid would appear to put the machine into suspend but:
  (1) it still runs --> gets hot in a bag --> eventually powers off due to 
overheat (occurred several times over a period of a week)
  (2) lid open and touchpad movement would not reawaken the machine (which they 
did before)

In my case it started with an update to `linux-image-5.14.0-1027-oem`
and persisted in 1029 after that. Reverting to `linux-
image-5.14.0-1024-oem` and booting that kernel removes the issue.

Would you please help to attach the log?
If apport doesn't work on your side then would you please help to attach 
"journalctl -b -1" in next boot up cycle after force power off the system?

BTW, the oem-5.10 will be transited to 5.11-hwe (or 5.13/5.14 oem)
kernel soon.

Can confirm that sudo apt install linux-generic-hwe-20.04 makes
everything work. Didn't have to remove OEM.

I've tried some earlier generic-kernels where the screen scaling
(running 4k) would be off and the buttons for controlling the light (F5
F6) didn't work.

But using the latest generic everything seems good. It is however the
OEM which gets automatically installed during install and update and
which breaks the system. So it really needs to be fixed.

I can confirm that with the generic 5.11 kernel shutdown works correctly
- the laptop powers off completely.

Workaround:

- Installation of Generic kernel
sudo apt install linux-generic-hwe-20.04

Note: It may be necessary to also manually install the corresponding
linux-modules and linux-modules-extra packages.

- Reboot into the Generic (5.11) kernel from the GRUB menu

- Removal + Purging of OEM kernel
dpkg -l | grep linux-oem
Perform a 'sudo apt remove --purge' on all listed packages (in my case there 
were three listed) as well as on the associated linux-modules package.
