Switched to Linux Mint for unrelated reasons and noticed that the bug is gone. Linux Mint Cinnamon 21.1 with kernel 5.15.0-56-generic. Chances are that the bug is resolved in mainstream Ubuntu as well. I see a similar issue on Lenovo Thinkpad P50. If TPM/Security Chip is on in BIOS, I cannot turn off the computer in the normal way. I seems to shot down and screen becomes black, but it is still running (hot) and power led is on. I can then turn if off by pressing power button for 5 seconds. I didn't see this issue before upgrading from 20.04 to 22.04.
