Same issue here. Suddenly my OS (Xubuntu 22.04) shows this issue (Kernel: 5.15.0-71-generic). But when I boot with the previous version (5.15.0-70-generic) it is OK (!). Note: my computer boot mode is set to Legacy (not UEFI). Independent confirmation from me, with the same symptoms: updated from kernel 5.13 to 5.15 today. After rebooting the system hangs at "Loading ramdisk". While experimenting with FreeDOS and Windows PE, I discovered that disabling UEFI mode (switching to Legacy mode) means I can now boot into kernel 5.15.
