=> it is Hardware issue => keyboard start to be faulty
I found 22 October 2023 :when problems happen with Ubuntu, 
it is also produced not Ctrl Key in windows 10 too.
So it is hardware related not software. 
You have to press the ctrl "harder"
 and keep press many times till it works again.

But After shutdown sometimes, when it first turn on. It will happen again.
Once you have the problem try press press many time and a bit harder.
I would fix itself and work perfectly until you turn off again.

  1.Ubuntu 22.04.1 LTS and GNOME tweaks 42.5 installed
  2. Using apt-cache policy pkgname does not work in terminal
  3. Left and right control (ctrl) buttons are not working on my Thinkpad t580 
for anything (copy, paste, quit, etc)
  4. Nothing, when trying to paste with 'ctrl+v' it simple input a 'v'

  Went through several iterations of clearing shortcuts, local pointers, reset 
keyboard language layouts, and iBus/None in language. Nothing has worked up to 
this point so reporting a bug as a last attempt to fix the issue. Only option 
not done yet is reinstalling Ubuntu but won't do that until school semester is 
over (final exams complete).

it also affect me and already tried with this link to troubleshoot 
https://wiki.ubuntu.com/Hotkeys/Troubleshooting and it looks like the ctrl, 
alt, super key recognized as shift key

For me all keys work as it should.
Only ctrl key is not working.

  1.Ubuntu 22.04.1 LTS and GNOME tweaks 42.5 installed
  2. Using apt-cache policy pkgname does not work in terminal
  3. Left and right control (ctrl) buttons are not working on my Thinkpad t580 
for anything (copy, paste, quit, etc)
  4. Nothing, when trying to paste with 'ctrl+v' it simple input a 'v'

  Went through several iterations of clearing shortcuts, local pointers, reset 
keyboard language layouts, and iBus/None in language. Nothing has worked up to 
this point so reporting a bug as a last attempt to fix the issue. Only option 
not done yet is reinstalling Ubuntu but won't do that until school semester is 
over (final exams complete).

After updated to 22.04.3 LTS it "randomly" work and not working.
I would call this is a bug, and it seem to effect our Lonovo Yoga530.
How ever it the notebook works with UBUNTU 20.04.? and windows 10

So it is a bug since it did randomly disable Ctrl key both sides.

I use Ubuntu 22.04.1 LTS after certain update Ctrl stop working.

So I have the same problems, using Lonovo Yoga 530.
Ctrl key is not working in text editor and Libra Office

I test with booting usb Disk which has Ubuntu 20.04.?
Ctrl Key worked fine, also worked fine when I booted into Window 10.

So I updated to Ubuntu 22.04.3 LTS

The problems also fixed. Now Ctrl works as it should.
So I conclude there was or were bugs in 22.04.1.

Went through the URL below to identify if it's kernal related and after
implementing step 5 in Step by Step troubleshooting and no key press
event was made ("run sudo evtest, select your keyboard device, press the
broken keys, and note down their scan code (MSC_SCAN), current keycode
(KEY_*), and intended meaning."). Tried running 'acpi_listen' but
terminal is unable to locate package during an install.

Running out of options here and tried the ctrl with a wired (and
wireless) keyboards with all ctrl keys not working.

  Upon research into several posted solutions the issue remains. 
  1.Ubuntu 22.04.1 LTS and GNOME tweaks 42.5 installed
  2. Using apt-cache policy pkgname does not work in terminal
  3. Left and right control (ctrl) buttons are not working on my Thinkpad t580 
for anything (copy, paste, quit, etc)
  4. Nothing, when trying to paste with 'ctrl+v' it simple input a 'v'
  
- Went through several iterations of clearing shortcuts, local pointers,
- reset keyboard language layouts, and iBus/None in language. Nothing has
- worked up to this point so reporting a bug as a last attempt to fix the
- issue. Only option not done yet is reinstalling Ubuntu but won't do that
- until school semester is over (final exams complete).
