I was able to make the SSD work with the following steps:

$ vim /etc/default/grub
add "pci=realloc,assign-busses,hpbussize=0x33" at the end of 
GRUB_CMDLINE_LINUX_DEFAULT
$ sudo update-grub
$ reboot

  However, I don't see the disk in "Disk" application or anywhere else.
  I checked "/media/" too. It looks like TB3 is recognizing that
  something was plugged but it doesn't mount the drive. Note that if I
  connect the same drive in a ThinkPad Carbon Gen 9 with the same TB3
  cable, it gets recognized and mounted as expected. They both run the
  same version of Ubuntu:
