If you're willing to try a new kernel then also consider:

  sudo apt install linux-generic-hwe-22.04-edge

@Daniel, Plugging one monitor directly into the Laptop's HDML worked
(with a lesser refresh rate).

And disabling the in-build monitor allowed both external monitors to
have the same refresh rate.

So finally I have 2 external monitors, 1 connected to Laptop's HDMI, 2nd
connected to HDMI in the USB-C docking station, and the internal monitor
is disabled.

I don't know the capabilities of the USB-C port you're using, or the
model of dock you're using. But I would not be surprised if this is some
bottleneck whereby the combination of this particular USB-C port and
this particular dock do not have enough bandwidth to drive two 3440x1440
monitors at the same time.

Maybe it works on Windows due to better bandwidth management or just
because this is a Linux bug that we haven't narrowed down yet.
