@Daniel, Plugging one monitor directly into the Laptop's HDML worked (with a lesser refresh rate). And disabling the in-build monitor allowed both external monitors to have the same refresh rate. I don't know the capabilities of the USB-C port you're using, or the model of dock you're using. But I would not be surprised if this is some bottleneck whereby the combination of this particular USB-C port and this particular dock do not have enough bandwidth to drive two 3440x1440 monitors at the same time.
