Yes, I could find the 'ubuntu.pem' in the ISO image root folder starting with 
(current) mantic-live-server-s390x.iso 2023-09-28(.5).
Great - and many thanks - highly appreciated!
With that I'm updating the project entry to Fix Released, too.

However, we currently don't sign ppc64el, and s390-tools key is the same
as kernel, so maybe this reduces to just changes to s390-tools-signed
alone.
