I am not sure that kdump can at all work on ubuntu core.

bootloader integration is very different, and the kernel image types are
very different as follows:

* initramfs/system - lack kexec tooling 
* uefi - no kexec support of kernel.efi
* pi - no integration with piboot
* u-boot - no kexec support of FIT

Also not sure what the expectations are with respect to production
systems and full disk encryption keys, as far as I understand it should
be possible to extract raw volume encryption master key from the
successful kernel dump.
