A small update on this. I just pushed the updated ngspice packaging tree
to Salsa and the respective information about the current used settings
for ngspice-28 in Debian can now be found here:

https://salsa.debian.org/electronics-team/ngspice/blob/debian/sid/debian/rules#L59

The Debian package is now awaiting review by the ftp-masters.

this can't be solved by the ngspice upstream project.
Fedora will probably need three stages of source builds to get all
wanted parts of ngspice.

I run three separate configure call to get all the parts configured
correctly in Debian. And install later the three different compiles
sources into a tmp folder in a specific order. From that tmp folder we
pick up the related binaries into the different packages.

PS: The three different configure calls are not from me, this was done
already by the previous ngspice maintainers in Debian.

yes, for a long time already. :)
But now that ngspice upstream is completely DFSG compatible it's even
easier to do an update of the ngspice package and move this from
non-free to main.

Thanks again to Holger and all people which are involved to make this
happen!

Together with a friend of mine, which is also a Debian Developer, we did
some final hacking on the updated package of ngspice with some small
autopkgtest and did have found a small issue on the upstream package, at
least we think it is. :)
But nothing dramatically that would prevent further action.

So in short, I think I can do a initial upload of a updated package of
ngspice over the weekend. But then this will need to go through the
Debian NEW queue before it's usable in unstable or testing later.
