After a bit more experimenting I have found that they come out on the Copper silk even though they are set to component side. This is in my mind a bug. The only way I can get them to the component side is to say edit footprint, change fields to copper side, close dialog, open dialog, change fields to component side and close dialog. Now if I generate the gerber file they come out on the components side ?? To change all of them I found it quicker to edit the brd file.
