 My gut reaction: it should stay deleted, as there was presumably some
 other intentional action taken at some point to delete it.

[Koha] RFC: Reverting MARC batches with deleted records

The batch record tool can
A) overlay/replace existing records
B) revert batches, including modifications due to overlays

The situation becomes messy when we begin dealing with batches having
overlaid records that are now deleted. If one of these batches is reverted,
the record is un-deleted and the old pre-overlay record is reinstated (
unless you have CatalogingLog on, then nothing happens do to a bug ).

The question becomes, is this the correct thing to do? If a record is
deleted, shouldn't it stay deleted?

I couldn't agree more with wanting the records to stay deleted in that
scenario--I want all my deleted records to stay permanently, perpetually,
and completely deleted.  No zombie records!!!:)

There is nothing I can do to get it listed any faster. The list is purely
volunteer maintained, and is in no way to be thought of a list of official
support companies.
In fact I would quite like the listing page removed, but that is not my
decision to make
