[Koha] Koha 16.11.10 released

The Koha community is proud to announce the release of Koha 16.11.10.

This is a maintenance release of 16.11 and includes 1 enhancement and 35 
bugfixes.

There are a few things.

The main thing was that as I thought I was instructed on at least one
screen, I was looking in koha-conf.xml for a username and password not
offered in that file. Given that I did not recognize that the
administrative account for a library identified as "monastery" would be
"koha_monastery" and the password was such as one would obtain by running
koha-passwd, I spent a lot of time trying to log in.

I think at least partway through I had two conflicting (possibly partial)
installations. There may have been other things too, but I don't remember
doing anything heroic to fix them.

I think it was mostly a case of my barking up the wrong tree for
credentials...

Hi Uğur,

Just in case, did you check the syspref noissuescharge? It should block the
checkout from the staff interface as well so I do not think it comes from
that. You should also check IssuingInProcess if rental charges are defined
for item types.

Otherwise I would suggest you to debug if you have some tech skills (put a
warn in C4::Circulation::CanBookBeIssued, l.787 to show
$non_issue_charges, $amountlimit, $inprocess and $allowfineoverride).

Do you have more information to give us about the disconnection of the
SelfCheck device (frequency, errors, etc.)?

[Koha] Self Check - "Outsdanding fines block issue"

We are recently using Koha 3.14.02. version and we updated this version to the 
16.11.07 version and we begun testing this newer version. But we ran into a 
problem with selfcheck device in the tests we did.

Our library users can borrow and place holds on materials until the overdue 
fine is 10 TL. They can not borrow when the overdue fine is over 10 TL. When we 
operate on the staff client there is no problem in the new version and the 
system is running properly.

However when we operate with the SelfCheck (3M) device, we get "outstanding 
fines block issue" error when library users' overdue fine is below 10 TL. Why 
do we get this error on selfcheck when there is no problem on staff client? 
Could there be a situation related to SIP2 server settings?

Also, SelfCheck (3M) device is occasionally disconnected from the connection 
with the SIP2 server. In the old version we used (3.14.2), there are no such 
problems. When we update the new version (16.11.07) we are experiencing this 
problem. (Note: we got SIP2 server settings exactly the same as the old server).
