So did you try to run the web installer without having MySQL or MariaDB
installed?

That's why you get the error that you cannot connect to the MySQL server.

installed?: No, it was installed.  The problem was the web installer found
an error on a table.  So when we try to install everything again.

I want to point out that one aspect of the original post in this
conversation is incorrect: 18.11.x uses jQuery 2.2.3 (not 1.7)

However, the issue is the same: The fix for the vulnerability was not
packported from jQuery 3 to earlier versions.

Note that there is a non-upgrading option for fixing the problem suggested here:

Updating Koha to use jQuery 3.0 is certainly the way forward but is
not an immediate fix.

Hello!

I'm not a system administrator, so I'm not sure what I do will work for 
you. Maybe someone else on the list can correct me if this is not the 
right way to do it.


What I do to check my crons is go on my server and type crontab -l  
(dash small "L" for "list"). This gives me the list of all the crons 
that are running on my server.


If the fines.pl script is not there, you will have to add it. So type 
crontab -e (dash small "E" for "edit").


On the next available line, add in your cron. This is what I use to 
remember the order : https://devhints.io/cron


Normally, you want your fines.pl script to run once daily. We run ours 
during the night. So something like


0 1 * * * misc/cronjobs/fines.pl

will make the script run everyday at 1 am

Still there won't be anyone here with a magic crystal ball able to help
you. You will need to go to the log files of your webserver and get the
actual error.

On Ubuntu you might be lucky to look in the file
/var/log/apache/error.log or /var/log/apache/access.log.

But then again already the operating system is guesswork. So you need to
provide people with details else noone can help.

Yes we are getting closer. This sounds like a permission problem go look
for that file and see if it has executable rights and if it is acessible
by the user of your webbrowser.

check if the file has similar permissions as my file:

$ ls -la /usr/share/koha/intranet/cgi-bin/members/moremember.pl
-rwxr-xr-x 1 root root 11416 Apr 29 16:40
/usr/share/koha/intranet/cgi-bin/members/moremember.pl

Fix the problem with
# chmod +rx /usr/share/koha/intranet/cgi-bin/members/moremember.pl

If that did not work try to find some other permission restriction like
the directory or something.

Koha uses both jquery versions; the reason is because staff/opac have different 
bootstrap versions

jquery 1.7 for opac
jquery 2.2.3 for staff
