If you are referring to logging into the staff side for the very first
time, you'll need to use the mysql username and password you set up, which
can be found in your koha-conf.xml file.

I cant create new admin account to access on staff login page. how do I
create new user with administrator rights?

Create the patron.  At the top of the patron details page, click the 
'More' button and select 'Set Permissions' from the drop down menu.
