Dear Mr. Pitts, 

I am writing to update you on my efforts in support of general aviators. Like 
you, I believe that federal regulations should protect the safety of general 
aviators and their passengers while not being overly burdensome. 

With the goal of simplifying regulations for individual aviators, I ? helped 
introduce ? S. 573, the? General Aviation Pilot Protection Act of 2015 on ? 
February 25, 2015. If enacted into law, this legislation would allow pilots of 
small aircraft in the United States to operate without medical certification or 
proof of health if they possess a valid driver's license and adhere to aircraft 
size, weight, altitude, speed, and passenger capacity restrictions. ? This bill 
is pending before the Committee on Commerce, Science, and Transportation. I am 
hopeful that it will soon reach the Senate floor for a vote. 

In addition, on September 2, 2014, I joined ten colleagues in sending a 
bipartisan letter to Secretary of Transportation Anthony Foxx and Office of 
Management and Budget Director Shaun Donovan urging the Administration to carry 
out an expedited review of the Federal Aviation Administration's Notice of 
Proposed Rulemaking to modernize third-class medical requirements for small 
aircraft pilots, based on the lessons learned from the 2004 sport pilot rule. 
The letter asks that the review quickly be completed so that the proposal can 
be released for public comment as soon as possible and urges the Administration 
to prioritize and expedite this reform and others, which would lower 
unnecessary barriers to the general aviation community.

I think the main reason my hours are low compared to the others is I kept it 
simple. I did not deviate from the plans hardly at all. No flaps, only a header 
gas tank. My VW engine was purchased used, but all in on piece so I really just 
bolted one on versus building one. No fancy interior, painted it myself. I did 
scratch build my wings, but bought a cowl. No other prefab parts. My weight 
came in fine 600 pounds. I am an engineer and a pretty good mechanic, but it

The FAA recently released AC 90-116, the Additional Pilot Program (APP) for 
Phase I flight testing, of homebuilt aircraft, which allows 
homebuilders to have a qualified additional pilot on board during Phase I 
flights.
Before this program, 
builders were only permitted to have ?required crew? aboard for initial 
flights, which usually meant that every Phase I experimental-amateur 
built (E-AB) aircraft was legally required to be flown solo, according 
to officials with the Experimental Aircraft Association.
EAA 
advocacy and safety staff worked closely with members of EAA?s Homebuilt 
Aircraft Council, Safety Committee, and the FAA to craft the program, 
EAA official said,
EAA officials also noted that this policy 
change comes after years of data suggesting that the most accidents in 
the E-AB fleet occur in aircraft during their first eight hours of 
operation, and that the majority of those accidents were related to 
pilot loss of control and were preventable
With the new policy, 
officials with both the EAA and FAA hope to reduce the rate of these 
accidents by having a qualified and experienced additional pilot on 
board the aircraft with the builder who can fly the aircraft safely, 
even in the face of unexpected rigging problems or engine stoppages.
The APP is a voluntary alternative program, and builders who want to 
undertake the first flights of their aircraft alone are not affected in 
any way, EAA officials noted. The program is currently available to 
builders of most E-AB kits with manufacturer recommended engine 
installations.
?This is the first time that builders can get the 
best of both worlds: Going airborne on the plane?s first flights and 
having an experienced test pilot on board to add an additional layer of 
safety,? said Tom Charpentier, EAA government advocacy specialist. ?The 
APP is a great example of a program that is a constructive response to 
safety data, and it has significant potential to reduce the number of 
Phase I accidents for our community. We hope this will set the stage for 
additional positive reforms in the future.?

U.S. Senate Introduces GA Pilot Protection Act, Companion to House Bill

March 11, 2014 - Three U.S. senators today introduced the General 
Aviation Pilot Protection Act as a companion bill to one unveiled in the House 
of Representatives in December, which includes a provision that 
would reform airman medical certificate standards while maintaining 
safety.
Sen. John Boozman (R-AR), Sen. Jerry Moran (R-KS), and 
Sen. Pat Roberts (R-KS) co-sponsored the bill that provides a solution 
to a long-standing hurdle of burdensome medical certificate standards 
for pilots who fly recreationally. In March 2012, EAA and AOPA requested an 
exemption that would ease third-class medical requirements for 
pilots flying certain types of aircraft, but the FAA has not to date 
taken action on that request despite more than 16,000 comments received 
in favor of the proposal.
"I urge the FAA to work with our 
pilots, respond to these reasonable petitions, and provide additional 
flexibility," Sen. Boozman said when introducing the legislation. "If 
the FAA continues to delay, this bill will start the discussion toward a 
legislative solution."
In announcing the bill, Sen. Boozman also noted that current regulations 
require private pilots flying aircraft 
for recreational purposes to have a third-class medical certificate. 
Over the last decade, 60,000 pilots left the industry, many due to the 
costly and time consuming process of obtaining a medical certificate. 
This bill expands on the success of FAA's sport pilot regulations that 
were adopted in 2004 and allow pilots to fly many types of small, light 
aircraft without a third-class medical certificate but require that all 
pilots undergo a flight review by a certified flight instructor every 
two years. During these biennial flight reviews, instructors will 
continue to evaluate each pilot's physical and cognitive condition, as 
well as his or her ability to safely operate an aircraft.
The 
proposed legislation would allow pilots to use a valid state driver's 
license in place of the traditional medical certificate if the flights 
are:
Not for compensation
Conducted in VFR operations only, at or below 14,000 feet MSL
No faster than 250 knots
In aircraft with no more than six seats and no more than 6,000 pounds gross 
takeoff weight.
In addition to allowing pilots to operate common GA aircraft for 
personal and recreational flying without a third-class medical, the bill
 mandates that the FAA prepare and send a report to Congress detailing 
the impact of the bill's passage on general aviation safety within five 
years of the bill's enactment.
"We appreciate the senators' 
attention and action on this issue that has negatively affected many 
pilots," said Jack Pelton, EAA chairman of the board. "It is time to use the 
positive safety experience gained from a decade of sport pilot 
activity - as well as such flying activities as gliders and ballooning - to 
establish medical certification reforms that will sustain and grow 
general aviation in this country."
The House bill, H.R. 3708, was introduced in December by Rep. Todd Rokita 
(R-IN) and Rep. Sam Graves 
(R-MO). To date that bill has gained 52 co-sponsors and continues to 
gather support.
