Can someone tell me what the length of the counter weight arm is on the 
aileron. I cannot seem to find that information within the plans.

As long as you can make it while not binding or rubbing on the aft spar. 
The longer the arm, the less weight you'll need.

Can you tell me what your counterweight bar is made from?

I have some 2x4x1/4 AL stock that I am trying to figure out if that will 
suffice for strength and length.

I believe that everyone is recommending to use steel since we watched one
fall off of Jim F. at the gathering at Red Oak 2 years ago. Believed to
be aluminum fatigue.

Ours are 2 X 4 X 1/8.  I believe that is what Jim Faughn had that broke. 
That does not mean that they will all break.  Your aluminum is 1/4".  I
really don't think that will break, but your results will vary.

I used two pieces of 1/8" steel angle, bolted onto each other like a double
L and taking the counterweight on one arm and clamping the aileron spar
between them on the other. As long as would fit behind the rear spar.

I had some that were about 1/8 X 1.  My ballance weights were right up to
the aft spar and tear drop shaped so most of the weight was by the aft spar.
Mine were easily less than half the weight of Jim's because his are on
fairly short arms.  The closer to the spar you can get them the better.
