Packaging is clean and maintained by us the Debian/Ubuntu Qt/KDE team, the license is mostly LGPL. Packaging is in sync with Debian and expected to stay so. All dependencies are already in main. I have asked Timo to subscribe ~ubuntu-qt-packagers to the bug reports. There are no open bugs in Ubuntu about these packages.
