I spoke too soon! All messed up again...

And I have no idea what caused it... I don't think I did anything that I
had not done before... Crazy...

I have the same issue. After upgrading to Ubuntu 10.5, kalarm notifies
that he can not find ktimezoned. Before upgrading to Ubuntu 10.5 this
problem did not exist.

Is it possible to fix this problem without installing plasma?

I have the same BUG in 1 install of Kubuntu 14.04 LTS.
I had never seen it before on 10 different install of Fedora, Mageia 4 (KDE 
4.12) or Mageia 5 (KDE 4.14).
  --
For me DEBIAN / UBUNTU / MINT is for GNOME / UNITY / MATE only.
And KDE is definitly for the planet RED HAT ∕ FEDORA ∕ MAGEIA...

This package is not an official KDE project. It has been abandoned by it
owner as far as I can tell. The problem is that it is a qt4 build and
will not work in qt5 environment. Someone will have to port it to qt5,
which out of scope for Kubuntu. The package has been removed until this
port happens.
