[Bug 1825459] [NEW] 19.04 kubuntu installer doesn't ask for password or additional filesystem info for encrypted partition

When selecting a manual partition method, then selecting to use an
encrypted volume, the installer only gives the option to "Install Now".
It doesn't ask for a password, options or what filesystem to make.

Fresh empty drive, made partition table, a 2GB /boot ext4 partition.
Added a "physical volume for encryption". While moving around,
selecting, changing, something, a crash message came up.
