I was able to install win10 to affected laptop after HDD erase. I booted to systemrescuecd using PXE, found right UUID of EFI partition and re- create it with this UUID. Then I created directory "ubuntu" in EFI partition and installed rEFInd as pointed in comment #7. rEFInd was able to recognize win10 bootable USB and installation went fine. this is solved by changing ownership of kate related files. I've just checked what happens when I run 'kdesudo kate' and in that case settings are applied after kate restart (with kdesudo of course). I'm facing also a problem with muon in which launching it through kdesudo resolves the issue. So maybe there's something wrong with permissions to files on my system. I've also experienced this bug on my newly installed Kubuntu 11.10 64bit. With kdesudo systemsettings I can modify all settings (icons, colors, etc.) but not qtstyle.
