Please provide any noticeable actions that lead to this behaviour. In my case, touch functionality is fine until i tap desktop's widgets. I noticed that when I unlock and lock widget and touch-to-click any of the widget on desktop I lose the ability to touch-to-click any item on the panel except for the system try icons which are clickable through touching.
