Tests the ability of adding virtual cpus on the fly
to qemu, then after everything is OK, let's run the
cpu_hotplug testsuite on the guest through autotest.

When this feature matures, we'll already have
functional testing for it, the whole reasoning for
doing this was already explained on previous patches.
