That's a background task running with very low priority, so it can
take a while for it to complete (adding master projects and updating
against templates introduced tons of new data to pootle)

Nope, just ignore, you don't need to wait for that to disappear before
translating.

It finished in the meantime already, but of course there'll be another
round of updates soon (the auto-fixing of translations), but as that
then only touches a subset of files will finish faster.

specification, others are invalid.

Sometimes the  tag is inserted before and after all other XML tags 
like this (from Help):


   Open a spreadsheet document, choose
   %PRODUCTNAME -
   PreferencesTools -
   Options - %PRODUCTNAME Calc -
   View


Other times before and after each emphasized word(s) like this:

   Open a spreadsheet document, choose
   %PRODUCTNAME -
   PreferencesTools -
   Options - %PRODUCTNAME
   Calc - View

Does it matter which method I am using?

To me it looks like both methods results in the same text in the end 
help text. *

*In Windows/Linux both methods results in the text:

   Open a spreadsheet document, choose *Tools - Options - LibreOffice
   Calc - View*
