Yes, it's doable, and there are precedents of it 
being done that way.

There is only a "cycle" of POT templates 
packages being updated (fairly rarely).

I would like to know if Libreoffice can be translated without Pottle. I
mean, can I get files, and send them to someone or somewhere for review
or upload. Can the translation be done continuously? Or it is "block"
per release (a cycle)?
