[libreoffice-l10n] Allow logged-in users to comment in Weblate (Japanese)

Hi,

Anonymous users (in Japanese) can now create accounts.
Thank you for the settings.

Could you please allow logged in users to comment so that I can contact them?
I have received requests from users to comment as well.

I didn't find the setting, the problem I see is that anonymous users do
not belong to a language group. I'll ask Christian for help.
