My recommendation is: ignore the warnings and use the typographical
quotation marks. That’s what I do in Spanish: I use « and ».

[libreoffice-l10n] Quotation marks in Bulgarian

Hello,

How should I proceed to define the quotation marks used in the Bulgarian
translation and stop the corresponding Pootle warnings?

In our translation, we use simple double quotation marks (" ") and
Bulgarian typographic quotation marks („ “) (open: U+201Е, Double Low-9
Quotation Mark, close: U+201C, Left Double Quotation Mark).

Also, single quotation marks that are used in some of the original strings
are also represented in Bulgarian by „“ (when they are used in plain text
and not code snippets), so maybe that will also trigger a warning.
