This is simply a URL. You create a .TXT file and put it online, unless 
you prefer to use the Release Notes link when uploading the Extension 
(which seems to be buggy at times, but is probably better for users).

Hello!

Next week I am going to update the English dictionaries with 700+ new 
words in the en_GB.


I wanted to add release notes to the XML like JZA suggested weeks ago, 
but I have read the help documents and didn't understand how to create a 
.txt with them.
