To add to my earlier posting about Bedford & Luton museums, another place worth a visit is the Costume Museum in Bath. Although they don't have a "Lace " collection as such, many of the costumes have lace on them. What I would recommend though is to contact the Curator and make an appointment to see the reserve collection, just ask for items with lace. When I last went they bought out a wonderful selection of gowns, wedding dresses, copes/capes, and a beautiful very early glove with silver lace cuffs. My friend & I were allowed to draw, photograph and (wearing gloves) pick up the pieces to examine closely. The museum provided cotton gloves, but I find these too thick to feel the delicacy of the lace, so took my own surgical type latex gloves, which they permitted me to wear. We spent 5 hours there, and it could have been longer, only the museum was closing for the day!

And of course in London is the V&A, which has marvellous lace.
