Aahh now I found the config value to allow this. I couldn't find it 
since reporters are allowd to add notes, however when resolved the issue 
became readonly. I've moved this for the lazarus project to the Closed 
state.
So you shouyld be able to comment now.

BTW, is it possible to allow comments on resolved issues?
For now reporters have to use mail list to comment on them, which is
inconvenient and breaks discussion flow.

That is what resolved means. We (devels) think the issue is solved after 
some tests of our own. If you, the reporter, thinks it is not solved, 
then you can reopen the issue. If it is ok with you then you can close.

If we cannot test the case, we ask you, the reporter, to test it throgh 
the "request feedback" status.
