Apache + PHP + Mediawiki + MySQL (I believe all those should work on
Windows), and you can keep your journal in a wiki. Different
users/profiles might be a challenge, but I believe it would be
possible.

I'd have to delve more into the Mediawiki guts to know for sure.

Mediawiki might be too heavy, but there are a lot of FLOSS blogging
packages that are pretty much the same as a journal.

It is heavy, but in my experience, it's really quite easy to install
(once you've got the Apache/PHP/MySQL stuff intact, it's unpack,
submit a form, and move a file), and IMO, it has the nicest 'feel' out
of all the
wiki engines I've used (or at least it's the most feature-full,
despite being written in PHP ;-P)

Bloxsom is very lightweight, but require that you have Perl + some
webserver installed.

Another one that is not too heavy is TWiki (see http://twiki.org/).
Just requires perl, web server, and RCS. It uses RCS for revision
control. Many companies (including Yahoo! and the one I work for) use
it for internal documentation.

I guess I'm still confused about your requirements? Are other people
going to be accessing this?

For something like a journal (which can/should be kept for a long
time) what will you do when wiki++ (or wiki#) comes out, or some
web3.0 solution? How do you update/migrate?
How do you export it in a persistent manner (read dead-tree)?

Just curious

Here is the
"Linux" desktop application I use.  I know you are looking for a
windows based application.  Due to the fact that this application is
built upon KDE which is a wrapper around Qt, it may not be too hard to
port to Qt and therefore run it under Windows.

on changing that so for now, I'd need a Windows app.  The same app that
could run on linux would be good.  The only requirement I'd like the
program to have is you could create "profiles" or different users and
have the option to put a password on each account/profile/user name.

I'm googling right now and I'm finding a lot of free services where
you'd have to have an internet connection to make an entry. I'd
actually want to install the app and run it locally.  The other results
I'm getting are time trial shareware etc.  Seems like that by now there
should be something like this that was released that was public domain
or open source.

Any suggestions?

I'm currently writing a diary using RST, here's a blog entry on the
subject ( http://panela.blog-city.com/restructuredtext_is_cool.htm ),
which contains the pros/cons and why I went with it.

I'm so far quite satisfied with my decision.

My favorite which for personal use is blosxom:

   http://blosxom.com/

Everything is completely driven by the file system. No database
required. Very simple and minimalistic.
