Here is the "Linux" desktop application I use. I know you are looking for a windows based application. Due to the fact that this application is built upon KDE which is a wrapper around Qt, it may not be too hard to port to Qt and therefore run it under Windows. I'm currently writing a diary using RST, here's a blog entry on the subject ( http://panela.blog-city.com/restructuredtext_is_cool.htm ), which contains the pros/cons and why I went with it.
