Blog Leeds United Supporters' Trust Chairs Report - The Bigger Picture Posted: 27 Feb 2016 12:30 AM PST Notwithstanding the FA Cup Exit, the form slide and lower attendances, the ownership questions and the half released accounts for 14-15 sometimes its good to focus away from Leeds United and on to football in general. The Chair does that with a plea around the recent Government Expert Working Group on Football Supporter Ownership and Engagement. A month has passed since the Government's Expert Working Group on football supporter ownership and engagement report was published. In that month the Supporters Direct movement, which the Trust is part of, have had time to discuss the recommendations and prepare for the next steps in ensuring those recommendations are followed through. Those next steps are the work of all of us interested in supporter ownership in football, whilst the commitments in the report are a start some further movement is needed to improve football in England and Wales. The first task now is to make sure the recommendations are fully and effectively implemented. All football supporters should read the report (available free via GOV.UK) but the highlights of what was agreed and is to already be implemented are: * The first structured dialogue process for all clubs. * From season 16/17 all clubs playing inthe Premier League, Championship, FL1 and FL2 must 1) meet with a Supporters Trust as part of a representative group of supporters at least twice a year to discuss issues. 2) Ensure they put forward to those meetings suitable senior representatives of the club, such as owners, directors, senior executives. 3) Share a minimum level of information at the meetings, likely to include ongoing financial health, business plan, strategic ambitions etc. * At national level the football authorities commit to meet with any supporters groups who express concerns over the governance standards of the way their club is run. *On supporter ownership and resourses a new fund will be created for Supporters Trusts to apply for professional fees to help prepare a bid to won the club where either the club is in crises or an owner has indicated an intent to seek buyers. *Some changes in the Football League to the insolvency rules which encourage supporter ownership which include from next season that if a FL club is in administration the administrator must meet with the supporters Trust within 21 days of their appointment and provide it with an opportunity to bid for the club. *Recommendations for rate relief, gift aid and corporation tax incentives which would benefit suppoter owned clubs only (as recognition for their community focused basis). The process and task of ensuring that non of these commitments fall by the wayside has already begun. The Supporters Direct movement didn't get everything we wanted or needed but a good start was made. Does any of this improve matters at Elland Road for us all? Well not yet, but by the time we get to the summer the first signs of a more productive relationship between the club (regardless of who owns it) and the support should be clear to see. The admin rules since Summer 2015 - (Applies to any event which provides protection from creditors). Insolvency Clubs have approved changes to the League’s Insolvency Policy - under which it manages any club that suffers an insolvency event - with the aim of strengthening a number of its key principles, while maintaining a ‘rescue culture’ that gives clubs the opportunity to restructure their financial affairs and continue in league football. Going forward, any club that goes into Administration will suffer an immediate 12 point Sporting Sanction, an increase on the current 10 point penalty. Once appointed, the Administrator will be required to market the club for at least 21 days during which time he/she will be required to meet with the club's supporters’ trust and provide it with the opportunity to bid for the club. The League has removed the requirement for the purchaser to achieve a Company Voluntary Arrangement (CVA) meaning that it will transfer the club's share in The Football League to the Administrator's preferred bidder subject to their compliance with the League's other requirements. It is anticipated that this will reduce the insolvency period and the associated professional costs, as well as providing greater certainty that the club will continue, thereby delivering a greater return to creditors. It will also prevent the Administration process being controlled by the club’s previous owner who in some instances will be the only party able to achieve a CVA. Again, it is expected that this will deliver a better return for creditors by increasing the number of potential purchasers. On exit, the purchaser will be required to pay creditors a minimum of 35 pence in the pound over 3 years (or 25 pence on transfer of share) or face a further 15 point deduction at the start of the season following the insolvency event. From the Premier League website Thursday 26 November 2015 Fotherby: No regrets about selling Cantona to Man Utd Bill Fotherby, Leeds managing director at the time, recalls Cantona's shock move to Old Trafford Eric Cantona earned legendary status at Man Utd, winning four BPL titles in five seasons Twenty three years ago, Eric Cantona left Leeds United, the defending champions, to join Manchester United. For a fee that was thought to be about £1 million, the Frenchman crossed the Pennines to inspire the team to the first of 13 Barclays Premier League titles under Sir Alex Ferguson, of which four were won in the first five years that Cantona was at Old Trafford. The man who made the phone call that resulted in Cantona joining Manchester United insists he would do exactly the same again. Leeds managing director Bill Fotherby rang Man Utd chairman Martin Edwards enquiring about buying full-back Denis Irwin but ended up selling Cantona to Old Trafford instead. What is less well known is that Fotherby never bothered contacting Leeds' manager of the time, Howard Wilkinson, about Edwards' request. While Cantona went on to secure legendary status among Man Utd fans, Leeds never again reached the heights of the 1991/92 season. Indeed, a 4-0 defeat by the Red Devils at Elland Road in September 1996, in which Cantona scored a last-minute goal, marked the end of Wilkinson's time at the club. But Fotherby has no regrets. Speaking on the 20th anniversary of Cantona's move to Old Trafford in 2012, he recalled the episode clearly. "Although we won the title, there was just no connection between them" Bill Fotherby "We had got Eric on a recommendation from Michel Platini, who told Howard Wilkinson he could be very difficult to handle but had the potential to be a great player," Fotherby told PA Sport. "At the time, we didn't have any money. People thought we had won the pools but we were actually potless. "Because of that when we met his advisors to put together a deal we agreed to pay Eric something like £500,000 if we kept him after an initial period of a few months. "It was an immense amount of money for Leeds - not money we had at any rate - but we agreed to it because we had this recommendation from Platini and we judged the most important thing was to get the player and deal with the rest afterwards." "Apart from Lee Chapman, no one in the squad spoke fluent French and for Howard it was a bit of a nightmare," Fotherby said. "Although we won the title, there was just no connection between them. "Howard told me to find Eric another club" Bill Fotherby "We had a disaster against Rangers in the European Cup and were coming up to the point where this additional £500,000 had to be paid. Howard told me to find Eric another club." Fotherby had not acted on the request when full-back Mel Sterland got injured. "I rang United about Denis Irwin, who had been at Leeds as a young boy," said Fotherby. "Martin Edwards said there was no chance but I asked him to at least speak to [manager] Alex [Ferguson]. 1992/93 BPL season review >> "Normally, I wouldn't have expected him to ring back. This time he did, offering me a different player I knew Howard would not be interested in. It was then he asked about Eric. I said absolutely no way and that it was impossible. But obviously I knew what Howard felt about him, and I knew this additional payment was due. "As I had done before, Martin asked if I would talk to Howard. On that particular day Howard was out house-hunting in Leeds, so the only person I actually spoke to was [coach] Mick Hennigan. I just said, 'I can't believe it. Guess what has come right out of the blue. Howard will absolutely love it.' "I left it a couple of hours, rang Martin back and said, 'I can't believe this but Howard is willing to let the boy go'." And so the deal was rushed through. "Our fans were bothered," said Fotherby. "They were really bothered. But I would do exactly the same again. Cantona played a key role as Leeds won the First Division title in 1991/92 "Eric was absolutely magnificent for them but it is not all one way, we got something similar when Gordon Strachan came to us and took us from Division Two to champions. Before that, Johnny Giles came from Manchester United and look what he did for Leeds. It happens. "Eric liked to play to the crowd - that wasn't Howard's way at all" Bill Fotherby "Sometimes people just move to a certain club at a certain time and become something they would never have been anywhere else. By Andrew Warshaw Despite his indefatigable globetrotting as FIFA president, Sepp Blatter has avoided setting foot in the United States for fear of being caught up in an FBI investigation into the organisation he has run for 17 years. That is the remarkable claim of an ESPN documentary aired in the US this week - just over a fortnight before Blatter hopes to be re-elected for a fifth term of office. The programme alleged that Blatter has been reluctant for the best part of four years to travel to the US because of an FBI probe into the bidding process that led to the award of the 2018 and 2022 World Cups to Russia and Qatar respectively. Although FIFA earlier this year effectively closed the case on the bid process after conducting their own inquiry and ruling that there was no evidence of any wrongdoing by Qatar or Russia, Michael Garcia's report has still not been published even in redacted form and won't be until ethics investigations into a number of individuals, including FIFA vice-president Angel Maria Villar Llona, have been completed. Blatter is red hot favourite to retain his crown at the ballot on May 29. He has always distanced himself from any corruption allegations and while there has never been any firm evidence against him, he could do without the latest allegations just when he is endeavouring to accentuate the positive and persuade the majority of FIFA's 209 federations to re-elect him. According to ESPN, Blatter seems not to have entered the US since 2011. US federal agents and prosecutors are reported to be continuing their inquiries into possible corruption. A FIFA statement categorically denied there was any deliberate intention to stay out of the country. The information from ESPN that the FIFA president is avoiding travels to the USA because of any alleged FBI requests is absolutely untrue. FIFA has never received any request from the American law enforcement, said a statement carried by Britain's Guardian newspaper. The FBI has had at least one informant working in FIFA's highest circles. Many believe there are others. Former CONCACAF general secretary Chuck Blazer, the once larger-than-life FIFA powerbroker, was named last year as the main informant in an FBI investigation reportedly into money laundering and fraud in football.? He is currently seriously ill in a New York area hospital unable to communicate with the outside world. The information supplied by Blazer about shadowy deal-making was said, in a wide-ranging article in the New York Daily News, to implicate a number of senior football officials within the FIFA hierarchy, with most attention apparently focussed on former CONCACAF president Jack Warner and tax evasion allegations. Blazer has not been involved in football since May 2013 when he was banned by FIFA from taking part in any kind of football-related activity at national and international level. Blatter's alleged avoidance of travelling to the US coincides with the time period during which Blazer became a cooperating FBI witness after himself being threatened with charges of unpaid tax on as much as $29 million of income, most of it received while working at CONCACAF. The Flurry (March 2015) Four More Years Today’s our fourth birthday and, by coincidence, the publication date of Issue Sixteen (go download it now). When we started back in the heady days of the spring of 2011, we had no idea when flicking the switch and releasing the digital edition of Issue Zero into the ether what lay in store. It seems somehow fitting that as we approach the fourth anniversary of those events, one of the articles in Issue Sixteen, by Felix Lill and Javier Sauras, looks at how football is playing its part in rebuilding the lives and shattered communities of Fukushima prefecture. - Original Message - Just trying to follow your thread Rick as you may possibly have more insight than some on this topic. Are you saying Cellino has no future at Leeds as things stand? If not then what are the implications for the club? Admin?Just trying to get a sense of what may happen next. I don't have any sort of precise inside info but I have had discussions with the FL etc and various other parties and so on over the last few years. I also have second-hand lines of similar communications at FSF level.. The problem is that Cellino has other cases in the pipeline which appear to be so similar that he will get the same verdict and therefore again become ineligible. Also, after the Bates no-show at the DCMS select Committee hearing when (essentially) the PL were put on the spot (forcing Bates to admit to ownership) a new working arrangement between the PL FL was put into place. There is every indication that this arrangement has recently been strengthened and tightened in the anticipation of bigger solidarity payments arising from the new TV deal negotiations. The issue here is that the PL have the funding to pay international consultants to research prospective club owners and that they began to share these resources and these findings with the FL. I fully expect that the PL had a fairly full dossier on Cellino before he ever turned up at Leeds and nobody knows what is in there. I think that we were intended to have gone into administration at the hands of GFH if Cellino had not won his arguments the first time around. It is certain that meetings were held with appropriate firms to discuss the possibilities. That may also be why TL provided the FL with funding information as this undermined the possibility of GFH being able to get away with a Bates style pre-pack deal. I would personally think that the fact that TL are still around in the form of what is known as Farnan-Verity and the fact that F-V are known to the FL reduces the possibility of, and benefits of, putting the club into administration. If Cellino is able to control himself - especially whilst under the influence - then he can ride out this current ban by keeping a zero profile. I doubt that he will be able to do that. That's really why I think he will need to sell the club but not a fire sale. The FL cannot prevent people from buying and selling shares to each other. They can however refuse to allow a club to play in the FL if an owner fails their tests. A future ? In just 48 hours we have done brilliantly and got him to no.3 on iTunes and climbing the UK top 40. ’Got No Fans’ at 79p on iTunes was deliberately targeted as a dance anthem for the clubs but has gained huge popularity also on the terraces. We are doing this for Great Ormond Street Hospital, Autism Concern and Wealdstone FC Youth, all registered charities. BUT we are also doing this for football fans up and down the country. The Wealdstone Raider has been really well received by literally hundreds of thousands of people and his popularity is in the ascendency because he is just your average football fan who happened to go viral on YouTube and there is genuinely a lot of love out there for the wee fella. Even the video of Barnsley fans singing their version of it at Walsall last Saturday is going viral! The big BUT is this, 10,000 more sales WILL put us in the UK top 5 and from there, then it’s anybody's guess. We are both on TalkSport this Friday morning at 11.30 on Colin Murray's show giving it a big plug. Please, please, please get all supporters to buy into this and then forward it onto any of your counterparts and rival clubs on pro boards and forums to copy and paste this to help us achieve this. The power of social media CAN win the game and show that the average football fan really can make the difference. If all of us can get this to number one, then think of other great causes that could be achieved if we football fans all got together as one? Blackburn, Leeds and Nottingham Forest handed transfer embargoes Blackburn, Leeds and Nottingham Forest have been given transfer embargoes for the rest of the season for breaching Financial Fair Play rules. The Championship trio have been handed the bans for not meeting the Football League's Fair Play Requirement. Under existing rules, clubs were permitted to lose no more than £3m a season, with a maximum of £5m of shareholder investment in 2013-14. The clubs will have the opportunity to have the embargoes lifted in June. To do so, they will need to prove they have stayed within an operating loss of no more than £3m, with a maximum of £3m of shareholder investment for the 2014-15 season. Blackburn managing director Derek Shaw said: Whilst the ruling will clearly present some difficulties, we will of course respect the rules of the Football League. The view from Leeds BBC Radio Leeds sports reporter Adam Pope Head coach Neil Redfearn said after Saturday's defeat by Fulham that the team needs more players with Championship experience and by my reckoning they should still be able to make four signings. The timing of the embargo coincides with owner Massimo Cellino submitting his appeal against his disqualification but with three big games between now and January and the team just five points above the relegation zone, Redfearn knows he cannot afford to allow this to interfere with the players' concentration. A lot of effort and hard work has been done to reduce player costs over the last two years, but we have wanted to rebuild and challenge in this division at the same time, and we will continue to do that. Forest manager Stuart Pearce, speaking prior to confirmation that the club would be placed under an embargo, said: We are acutely aware of what direction we will go if we are under an embargo. If you cannot go out and buy a player in the transfer market that is always a little bit hurtful. But the flip side is that if you have to be cute in the transfer market and get Bosmans and free transfers. We feel we have the scouting network that can cope with that. As a football supporter I would not want my club to go bust because of financial overspending, so if the League are putting plans in place to safeguard then long-term future of football clubs then fine; I have no problem with that at all. The clubs will still be allowed to sign players in January if they have 24 or fewer players over the age of 21 who have made at least five starting appearances for the club in total. Any of these signings must not cost the club a transfer fee and must cost less than £600,000 a year. Existing Championship FFP rules 2014-15: Losses of no more than £3m, up to £6m with owner investment 2015-16: Losses of no more than £2m, up to £13m with owner investment Clubs with 24 or more players fitting the criteria will be allowed to trade players on a 'one out, one in' basis. In addition: a.. Clubs under an FFP embargo will be permitted to sign a goalkeeper on an emergency basis, in line with existing regulations. a.. Clubs under an FFP embargo will not be permitted to pay transfer fees or compensation fees for professional players. a.. Clubs under an FFP embargo will not be permitted to pay a loan fee to another club, they may only pay the player's wage, or a contribution towards it. a.. For incoming players, clubs can only pay agents' fees as a benefit in kind to the player in question, as long as they do not exceed the £600,000 employee costs limit. In November, Championship clubs agreed to a new set of FFP guidelines to come into effect from the start of the 2016-17 campaign which will allow clubs to lose up to £15m across a period of three seasons without having to detail how that loss will be funded. The Guardian Leeds United, Blackburn Rovers and Nottingham Forest will all have a transfer ban for the January window after breaching the Football League's financial fair play (FFP) rules. The League announced that the three clubs all incurred financial losses more than the £8m permitted during last season. Submissions from QPR, Leicester and Burnley - who were all promoted to the Premier League - plus the three clubs relegated last season will now be considered by the Football League. A statement said: An initial analysis of FFP submissions from the current 24 Championship clubs has indicated that three clubs - Blackburn Rovers, Leeds United and Nottingham Forest - have failed to meet the fair play requirement under the division's FFP rules. Consequently, all three will be subject to an 'FFP embargo' under Football League regulations from January 1, 2015 for the remainder of the current campaign. Under the transfer embargoes, the three clubs will be prohibited from signing any new players - either on a permanent or loan deal - unless they have 24 or fewer established

This email discussion group was originally established to discuss choreo and fan arrangements at the UEFA Club Competition Finals. The FSE representatives active in this group meanwhile had two high-profile meetings with UEFA on the matter and were present as fan experts at pre-match stadium visits for the Europa Champions League Finals. If you want to be involved in this group, it would be beneficial to have experience in the organisation of tifos/choreographies and fan arrangements around matches at national or international level. RESPECT FANS! (#respectfans) As a protest reaction to the mass punishments logic of UEFA which punishes all fans, but particularly innocent away fans for the racist actions of a minority of supporters (that we all don't want in the stadium either), FSE members from the supporters group Club Nr12 from Bayern Munich, launched a protest initiative called RESPECT FANS. It calls for UEFA to respect the rights and needs of genuine fans rather than putting them into one box with racist perpetrators by punishing them in the same way with measures such as matches behind closed doors. Club Nr. 12 calls for all fans to put up the banner in their fan section at European matches and connect it with other actions! Fans from Manchester City have already joined the action and underlined it by collectively turning their back on the Champions League hymn. Do you play in Europe and want to join the campaign? More than 180 clubs from across Europe are already in the FSE Fans Guide App and we depend on our members and football fans beyond that to send us their tips and recommendations for their clubs, cities and stadia!
