This petition was a heartfelt plea from the Ngarrindjeri mothers from Point McLeay for their stolen children. This was not the first time the Ngarrindjeri had drafted and presented a grievance petition to the Crown authorities. The first was in 1867 when the Ngarrindjeri gave the Prince of Wales a memorial which they asked be presented to Queen Victoria and which is now in the possession of the English Crown. The forthcoming eightieth (80th) anniversary of the unfulfilled Ngarrindjeri parents' call for recognition and respect for family values needs to be acknowledged as the enlightened and understandable quest for equal rights protection from South Australia that it is. The people of South Australia have a unique opportunity through the Governor of South Australia, Her Excellency Marjorie Jackson, to now establish a permanent partnership with the Ngarrindjeri people by re-enacting this 1923 petition presentation this December. Until now, US nuclear policy (to use nuclear weapons as a last resort) has been based around the use of nuclear weapons as deterrents. A secret Nuclear Posture Review would expand the kinds of situations in which the US would be prepared to countenance the use of nuclear weapons by its military. The Review states that nuclear weapons could be used by the US in three types of situations: against targets able to withstand non-nuclear attack; in retaliation for attack with nuclear, biological or chemical weapons; or in the event of surprising military developments. The report also identifies seven countries against which the US would be prepared to use its nuclear armoury. Consistent with recent changes in foreign policy, this Nuclear Posture Review, if adopted, would see yet another sharp move towards increased US unilateralism. Refusal to participate in the Comprehensive Test Ban Treaty; an announced intention to withdraw from the Anti-Ballistic Missile Treaty; and commitment to the National Missile Defence system have all signalled a renewed unilateralist inclination in the US. These suggested changes to US policy on the use of nuclear weapons are provocative in the extreme and, if adopted, could only be regarded as irresponsible, says Mary Ziesak of the Women's International League for Peace and Freedom (WILPF). If this review is adopted, the US would be giving itself carte blanche to use nuclear weapons even against nation states which possess only conventional weapons. Despite US denials, this new policy review would amount to nuclear weapons being regarded as conventional battlefield weapons. These are moves which would make the use of nuclear weapons more likely and could only result in increased international tensions. We need to be reducing political and military tensions not increasing them, says Ms Ziesak. This new nuclear posture would diminish the safety of all, including the safety of Australian citizens. At Pine Gap, Australia hosts a base which plays its part in the US nuclear war fighting strategy. There is ample room for a middle ranking power on the international stage such as Australia to stand up against these belligerent and provocative moves on the part of the US. WILPF believes that the Australian Government now needs to take a firm stand against the changes proposed in this policy review. We want to explore the arts=B9 connection with communities in all their diversity and with the prevailing social issues that face us all. These days, with the impact of globalisation, massive technological change, and the consequent challenges these present to environmental and social sustainability, we need our artists more than ever to help chart a more humane future, and to help us build closer links with each other and with our planet. INTERNATIONAL DAY OF MOURNING * BAN IMPORTS OF ASBESTOS * BAN ASBESTOS USE The International Day of Mourning is a day when ordinary working people recall lost work mates and can give solidarity to the grieving loved ones. This year, we remember large numbers of Australian workers who have suffered cancer because of contact with dusts or chemicals. In particular, we reflect on the fact that asbestos dust is the biggest killer of workers. The National Occupational Health Safety Commission (NOHSC) estimates that during the period 1987 - 2010, there will be 16,000 mesothelioma deaths and 40,000 deaths. While most of these deaths are due the mining, processing and widespread use of the material, there are now groups of other workers who are being affected. Mesothelioma is now appearing in the so-called "well controlled" industries such as friction part manufacture and repair. It is also a problem for domestic workers and those working in buildings which contain asbestos-containing materials. In July 2000, the World Trade Organisation supported the 1997 French ban on the importation of white asbestos (chrysotile). This is because, like other forms of asbestos, it causes asbestosis, lung cancer and mesothelioma. There have been bans on chrysotile in nine other European countries for much of the 1990s . They are: Iceland, Norway, Denmark, Sweden, Austria, Netherlands, Finland, Italy, Germany and the UK. These countries are complying with an EU directive that chrysotile will be banned by all EU member states by January 2005. Brazil and the Gulf States also intend to follow the EU lead. The Australian Government shows no inclination at this time to take similar action. Despite the great death toll caused by asbestos in this country, Australia currently imports 1500 tonnes of chrysotile for the manufacture of a million asbestos-containing products. The ACTU Executive carried a resolution in October 2000 expressing its belief that the continued import of chrysotile is a national disgrace. It stated that if this is not stopped, innocent workers, their families and the general public will be exposed to the killer dust. We should use the IDM 2001 to seek support from the wider community to pressure Workplace Relations Minister, Tony Abbott, to halt the import of all asbestos and
