Dear friends and colleagues, Some much-needed careful analysis of the possible impacts of the General Agreement on Trade in Services (GATS) has been contributed by two Australians, Richard Sanders and Peter Ellis. The GATS is a worry because its negotiation was not affected by the Seattle WTO breakdown and is proceeding rapidly.
