That photo sheds a different light on the idea/meaning of "LOM".
Appears to be one with fairly precise control of the cutter.

A pen is made with a 1/2" roping bit and you would do a three start twist ( pitch / router bit dia = number of starts ).

The smaller pitch is used with a cove bit to make your stock round.  It's not the best finish. The flat bit has an okay finish, but it needs to be offset like our big machine. You can only run the bit down the centers.
