In my locations 'file' (Add/Edit Location), in the 'notes' field I include a 
'timeline-like' record that states the creation/naming starting and finishing 
dates. So in your example, it would say 'Dawns town' was settled about 1300, 
from 1500-1700 the town was found in Poland, from 1700-1917 it was found in 
Russia, from 1917-1990 it was in the Soviet Union. In 1990 the country of 
Lithuania was liberated . I know the dates are wrong, but the concept is the 
point. Each time this location is used, the correct ones would be chosen. A 
duplicate paragraph would be in each of the 'flavors' of the place. You could 
also privatize the 'wrong' parts of the paragraph so when printing a location 
list, only the accurate part would print, avoiding printing the same thing 6-10 
times. 
This is what I do, to maintain the 'what was it called then' problem. I have 
put date ranges in the location names, to aid in finding and correcting 
previous mistakes, but remove them for aesthetic purposes.

I agree, but since it's easy to include a date field in an Alternative Event 
this should not be a problem.

An alternate modern place name would also need a year field.  For 
example, I have a Lithuanian ancestor born in the 1800's and deceased in 
the US in the early 1900's.  FamilySearch "corrected" his place of birth 
to the USSR, which never existed during his lifetime and does not now 
exist.  However, it did exist during the time that he was added to 
FamilySearch.  Using the alternate name model, I would have no 
particular reason to search the USSR for information about this person 
if I began searching today, one hundred years from today, etc.  A place 
with no date serves to confuse, not to better clarify.

boundary names changed frequently.

Maintaining a master (or Preferred) place name on an event with the ability
to search across alternate spellings and the ability to source each variant
would be tremendous.

This seems like a good idea as I know many users add the modern (or other) 
name(s) to the notes. I guess another way would be to create an Alternative 
Place Name Event, I think this can be done in a reasonable fashion, although I 
confess that I have not thought this through.
