You don't have to scan all the pics at once.

You can make a collage with photo editing software.

Even the free Faststone Image Viewer has this facility - use the 
Tools > Wallpaper anywhere. Change the background colour. Use as many 
photos as you like, use the masks to blur or shape the images.


The limitation with Faststone is that the resolution will be your 
screen resolution. I now have a 1680x1050 pixel monitor so that's not 
the drawback it was.


With more sophisticated photo editing software you can add photos to 
the one canvas and rearrange, rotate individual images etc. But you 
need layers to do it that way.


Or use Microsoft Publisher or Powerpoint and then save the slide as a jpg.

Collage images are very useful to add to Legacy Calendars. Make a 
collage of everyone who has a birthday or anniversary that month.

maximum you could include.

Alas, my scanner senses when there are separate pictures on the glass and
scans each one separately, unless they're touching!

I really like the idea of making collages of those in
a month. And you can get newer pictures every year.
