Emigration is the act of Exiting one’s country to settle in a new country.
(I can remember by using the ‘E’ = exit, emigrate

Immigration is entering a new country for the purpose of settling (or
finding a safe haven, etc.)

I would have a "Passport" event and a "Travel" or "Tourist" or "Expatriate"  
event. 
 
Once he is a naturalized American citizen, he's a tourist or Expatriate ---  
like anyone else --- unless he has returned to the home country (or elsewhere)
