This error can result from hinting if hints have been sent for and 
you've merged or deleted the person before the hints return.


However it has some other causes as well, not all of which are well defined.

The original message to the list is in the attachment.

This action is required because of the DMARC Reject/Quarantine Policy
imposed by some email providers. Users who want to send messages
without conversion to attachments should use a different email address
for their subscription.

Known providers for free email accounts whose emails do not require
this conversion include gmail.com and hotmail.com. Many other email
providers will also work but you will have to give them a try.

This is what it says in the Online Help:

This often occurs after importing GEDcoms from sites such as Ancestry, 
Family Search, etc.


If you have the Deluxe Edition, go to Tools > Renumber RINs.

If you have the Standard Edition, go to File > Export To > Legacy file 
and export to a new file. Make sure you select the option to renumber 
the RINs.


You can also run File Maintenance - Check/Repair.  Click on File> File 
Maintenance > Check/Repair and follow the prompts.


If the error messages occur during the Check/Repair process, click No to 
continue with the repair.  Do step 2 twice if errors are found."
