I am thinking it is because it was Indian territory. It says Choctaw Nation. It is in some references and not others. I put it into my files with notes to explain. I have The Handy Book for Genealogists, which lists all the states and all the counties in the states. It lists each county in each state, and what counties it came from, but it does not list Towsen County in Oklahoma. The county verifier in Legacy also fails to show any Towsen county in the United States. It appears the correct spelling is Towson County. Wikipedia has information about it.
