I am searching for imagery usable for OSM and was considering SPOT
IMAGE as some license text is found here:

or in French
http://www.youmapps.org/licenses/EULA-OSM-fr.html
read paragraph 2.1 c

Will it be OK to trace over SPOT imagery as long as
source=© Cnes / Spot Image is set?

Yes you can as OSM is explicitly mentioned in the EULA for OSM.
Of course you must think about what SPOT service the EULA stands for.

However, you may not use the OSM editor Potlatch, as integrated
on the OSM website.  

Listed are JOSM  / Viking and Merkaartor only.

I do not know why, but it is not on the list
of allowed software to use. Maybe because they want us to make
quality derived works of their data, and want to prevent the
data soup some starting users success to build ?

 Because Spot do not permit their images to be offered for free access on the
 web; they're available for offline use only. Makes no sense to me, but
 that's their terms and they're entitled to set them!

There is actually some WMS service for SPOT5 images of New Caledonia
hosted by the NC government accessible via JOSM.

It could be also read as compliment, that user making data soup will
stop to do so rapidly. ;-)

Hi Josh,

I believe that standardized licenses for Open Data are a Very Good
Thing.  Perhaps, you can show them the benefit of selecting a license
from Open Data Commons?
