When the off-line localized help is installed, the module specific help opens in a dialog at an appropriate starting point. We do expect/encourage folks to install the localized off-line help. It is only when local-help is not installed, the stub for each module's index is redirected to the on-line Wiki and on landing to the help for Help article -- with a note of the referring command, e.g. (Redirected from Swriter/.uno:HelpIndex). I'm not certain, but think this is being done to keep the overhead of coding the Help Wiki low. From a landing on the help for Help Wiki all localizations are available--good when first using the help, maybe not best for a more experienced user. Additionally, this feature switch/toggle would likely been needed to be added to the ODF format.
