But that should be done in a way, that it can be a template for ODF 1.4. A similar problem exists for header, footer, and paragraph. For tables it is more complicated, because there you have to consider the representation of table templates in ODF in addition to style and its inheritance. We had already a lot of discussion on extending the fill options, see bug 94768 and bug 103602. Only for page fill it is clear now, how to implement it, including file format. However I don't care about the technical reason.
