I wouldn't expect that.  I would expect that cell colour would have highest
priority, and then row colour, and then table colour.

And that is what I see when I test. WFM.

Version: 6.5.0.0.alpha0+ (x64)
Build ID: 0faf74a58847a4b87ae43092fe1ca2011bbd1f90
CPU threads: 4; OS: Windows 10.0 Build 17763; UI render: GL; VCL: win; 
Locale: de-DE (de_DE); UI-Language: en-US
Calc: threaded

NOTE:
The UI in LibreOffice master is a bit different now and the steps for changing
the colours are unified in a unique dialogue.
In any case, the colour is changed only for rows and cells but doesn't work on
the full table. 

STEPS:

1) open Writer;
2) table > insert table (2x2);
3) select the "default style" and 
4) click insert; 
5) click on the top left cell
6) right click on table properties; 
7) go to the background tab, select "Cell" from the dropdown list and click
"Color"
8) select a background colour and click "Ok" 
9) Repeat steps 6,7,8 on all the four cells
10) click on the top left cell
11) right click on table properties; 
12) go to the background tab, select "Table" from the dropdown list and click
"Color"
13) select a background colour and click "Ok" 

Current: the table colour is not altered

Expected: the table colour is changed according to the colour selected in step
13)

If you want to do more to help you can test to see if your issue is a
REGRESSION. To do so:
1. Download and install oldest version of LibreOffice (usually 3.3 unless your
bug pertains to a feature added after 3.3) from
http://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
